The purpose of this chapter is to assist and encourage the development and advancement of the business prosperity and economic welfare of the state, to assist and encourage the location of new industries in this state, and to provide for maximum opportunities for employment, and to these ends to establish a source of credit not otherwise available for the promotion, development and conduct of expanded business activities in the state.
