The board may promulgate administrative rules not inconsistent with sections 324.125 to 324.183 necessary to administer the provisions of sections 324.125 to 324.183 as provided in chapter 536 .  No rule or portion of a rule promulgated pursuant to the authority of sections 324.125 to 324.183 shall become effective unless it has been promulgated pursuant to the provisions of section 536.024 .
