Not later than thirty days after the director of the division of professional registration appoints the initial members of the commission and annually thereafter, the commission shall meet and elect one of its members as chairperson and one of its members as vice chairperson.  The commission shall meet at least quarterly or at any other time if called by the chairperson or a majority of the commission.  A majority of the members of the commission shall constitute a quorum.
