1.If the director of the department of natural resources determines that the owner or operator of a pipeline which transports hazardous liquids as defined in the federal Liquid Pipeline Safety Act of 1979, 49 U.S.C. 2001, et seq., is responsible for a hazardous substance emergency, he may cause to have instituted a civil action in any court of competent jurisdiction for injunctive relief to prevent any continuation of the hazardous substance emergency or for the assessment of a civil penalty up to ten thousand dollars per day for each day or part thereof that the hazardous substance emergency occurred and continues to occur.  The director may also seek up to twenty-five hundred dollars for each subsequent day the effect of the emergency causes noncompliance with water quality standards p
