The proceedings and activities under sections 313.800 to 313.850 are exempt from the provisions of sections 536.063 to 536.077 , and the commission shall not be required to use procedures prescribed by sections 536.063 to 536.077 with respect to its administration of sections 313.800 to 313.850 .
