Except as provided in section 313.620 , all revenues derived or generated from the licensing of race tracks and authorization of races under sections 313.500 to 313.710 and all moneys received by the state, the commission or the director of revenue from pari-mutuel wagering pools shall be deposited by the director of revenue in the state treasury to be held in a special account to be known as the "Missouri Horse Racing Fund". Interest earned on the Missouri horse racing fund shall be credited to that fund. The money in the Missouri horse racing fund shall be deposited in the state treasury and invested by the state treasurer, subject to appropriation as provided by the constitution and laws enacted pursuant thereto.
