The director shall employ such professional, clerical, technical and administrative personnel as may be necessary to carry out the provisions of sections 313.200 to 313.350 .  No person shall be employed by the lottery who has been convicted of a felony.  Any person employed by the lottery in a management or policy-making position shall be a resident of this state or become a Missouri resident within six months of his appointment.  Personnel shall be employed without regard to any political affiliation.  Personnel shall receive a salary comparable to the salaries received by other state employees doing comparable duties.
