Subject to the supervision of the director of the department of labor and industrial relations, the division of employment security is under the control, management and supervision of a director who shall be appointed by the governor as otherwise provided by law.  The division director shall perform all duties and have all the powers and responsibilities conferred and imposed upon him by the Missouri employment security law.
