The corporation is hereby granted all powers necessary or appropriate to carry out and effectuate its purposes under sections 260.600 to 260.607 , including but not limited to the following:

(1)To adopt bylaws and rules for the regulation of its affairs and the conduct of its business;
(2)To adopt an official seal;
(3)To sue and be sued;
(4)To make and execute leases, contracts, releases, compromises and other instruments necessary or convenient to carry out its purposes;
(5)To acquire, whether by purchase, exchange or gift, real properties located within any area designated for cleanup under this act * ;
(6)To convey real properties whenever the board of directors finds that it has acquired all rights, title and interests in all properties within the area designated for
