Area revitalization authorities in any first class county with a charter form of government, adjoining a city not within a county, are authorized to temporarily hold title to property within any area designated for cleanup by the department of natural resources pursuant to this chapter or by any federal agency under the Comprehensive Environmental Response, Compensation and Liability Act of 1980. The authority shall transfer all rights, title and interests in all properties to the department of natural resources as soon as all owners of such property interests in the designated area have entered into legally binding agreements to convey those interests.
