Text

1.  The commission members shall, at their first meeting, choose one of their number president of the commission, and elect some suitable person secretary, who shall serve until his successor is appointed and qualified, and who shall be a resident of the county or counties in which the district is situated and may or may not be a member of the commission. 2.  The commission may adopt a seal with a suitable device, and shall keep a record of all its proceedings, which shall be open to the inspection of all interested parties. 3.  Any action by the commission shall be by majority vote, and each commissioner shall have one vote. 4.  The commission shall:

(1)Monitor the quality and quantity of ground and surface water in the district;
