1.Within thirty days after organizing, the board of trustees may appoint a competent sanitary engineer as chief engineer, who may be an individual, copartnership or corporation, and who shall engage such assistants as the board of trustees may approve by resolution. The chief engineer shall have control of the engineering work in the district; he shall make all necessary surveys of the land and other property within the district and shall make a report, in writing, to the board of trustees with maps and profiles of said survey or surveys where necessary, which report shall contain a plan for sewerage system and the disposal of sewage.
