1.Except as otherwise provided in Section 30(a) of Article VI of the Missouri Constitution, regardless of being a sewer district pursuant to chapter 204 or this chapter, when the governing bodies of two or more contiguous sewer districts located in any county of the first classification without a charter form of government having not less than one hundred seventy thousand and not more than two hundred thousand inhabitants determine that a consolidated sewer system would better serve the area within their boundaries, the governing bodies shall submit the proposal for a consolidated sewer district to the governing body of such county.
