Text
Any public water supply district located in a first class county with a charter form of government which contains part of a city with a population of four hundred thousand or more inhabitants and which has approved installation of water lines and hookups within a real estate subdivision shall not refuse to supply water for expansion or additions within the real estate subdivision.
