By July 1, 2001, all hospitals and ambulatory surgical centers, and by July 1, 2018, all abortion facilities shall provide training programs, with measurable minimal training outcomes relating to quality of patient care and patient safety, to all unlicensed staff providing patient care in their facility within ninety days of the beginning date of employment.  Standards for such training shall be established by the department of health and senior services by rule.  It shall be a requirement of hospital, ambulatory surgical center, and abortion facility licensure pursuant to this chapter that all hospitals, ambulatory surgical centers, and abortion facilities submit documentation to the department of health and senior services on the training program used.
