1.Notwithstanding provisions of other sections of this chapter to the contrary, but subject to the provisions of subsection 2 of this section, the total minimum monthly benefit payable, before any actuarial adjustments or any cost of living adjustments in accordance with sections 104.415 and 104.612 , to a member of the state employees' retirement system or a member of the transportation department employees' and highway patrol retirement system who retires under the provisions of section 104.080 , 104.095 , 104.100 , 104.110 , 104.140 , 104.380 , 104.400 or 104.410 shall not be less than fifteen dollars multiplied by the number of full years of creditable service of the member.
