Text

The board shall elect by secret ballot one member as chairman and one member as vice chairman in January of each year.  The chairman shall preside over the meetings of the board and perform such other duties as may be required by action of the board.  The vice chairman shall perform the duties of the chairman in the absence of the latter or upon the chairman's inability or refusal to act.
