Subdivision 1.Special-use permits. The commissioner may, by written order, develop reasonable policies for special-use permits to use state trails and state water access sites. The policies are exempt from the rulemaking provisions under chapter 14, and section14.386does not apply. Subd. 2.Disposition of fees. Fees collected for special-use permits to use state trails and state water access sites not on state forest, state park, or state recreation area lands must be deposited in the natural resources fund and are appropriated to the commissioner of natural resources for operating and maintaining state trails and water access sites.
