Subdivision 1.Procedure. Every applicant for registration under sections83.20to83.42,83.43and83.44shall file with the commissioner, in a format as by rule may be prescribed, an irrevocable consent appointing the commissioner or commissioner's successor to be the applicant's attorney to receive service of any lawful process in any noncriminal suit, action, or proceeding against the applicant or a successor, executor, or administrator which arises under sections83.20to83.42,83.43and83.44or any rule or order thereunder after the consent has been filed, with the same force and validity as if served personally on the person filing the consent.
