Subdivision 1.Compliance.

(a)A health carrier issuing an individual health plan to a Minnesota resident or a small group health plan to provide coverage to a small employer that is actively engaged in business in Minnesota shall meet all of the requirements set forth in this chapter. The failure to meet any of the requirements under this chapter constitutes a violation of section72A.20.
(b)The requirements of this chapter do not apply to short-term coverage as defined in section62A.65, subdivision 7, or grandfathered plan coverage as defined in section62A.011, subdivision 1c. Subd. 2.Penalties.
