Subdivision 1.Application. The definitions in this section apply to this chapter. Subd. 2.Commissioner. "Commissioner" means the commissioner of commerce, except that "commissioner" means the commissioner of health for administrative supervision of health maintenance organizations. Subd. 3.Consent. "Consent" means agreement to administrative supervision by the insurer. Subd. 4.Department. "Department" means the Department of Commerce, except that "department" means the Department of Health for administrative supervision of health maintenance organizations. Subd. 5.Insurer. "Insurer" means and includes every person engaged as indemnitor, surety, or contractor in the business of entering into contracts of insurance or of annuities as limited to:
