Subdivision 1.Fees to be paid to commissioner of management and budget. An association shall pay fees by delivering to the commissioner a check payable to the commissioner of management and budget. Subd. 2.Incorporation fee. At the time of filing the application for a certificate of incorporation, the incorporators shall pay a $1,000 filing fee which shall be paid into the state treasury and credited to the general fund, and shall pay to the banking department a $500 investigation fee. If an application is contested, 50 percent of an additional fee equal to the actual costs incurred by the Department of Commerce in approving or disapproving the application, payable to the commissioner of management and budget and credited by the commissioner of management and budget to the general fund,
