Text

Subdivision 1.Necessary, convenient. The board shall have all powers which may be necessary or convenient to discharge the duties imposed upon it by law. Such powers shall include those herein specified, but the express grant or enumeration of powers shall not be deemed to limit the generality or scope of the grant of power contained in this subdivision. Subd. 2.Suits. The board may sue or be sued. Subd. 3.Contracts. The board may enter into any contract necessary or proper for the exercise of its powers or the accomplishment of its purposes. Subd. 4.Rules; penalties. The board shall have the power to adopt rules and regulations relating to the board's responsibilities and may provide penalties for the violation thereof of imprisonment for not more than 90 days or the payment of a fine
