Subdivision 1.Join by resolution; notice. A city may, by resolution of its governing body, elect to join a municipal agency, provided that it shall give written notice by mail to all its gas consumers 20 days prior to the meeting at which the resolution is to be considered, and one week's prior notice by publication in the official newspaper. Subd. 2.Powers by resolution; no incorporation. A city may, by resolution of its governing body, exercise any of the powers granted in sections453A.01to453A.12to a municipal gas agency, upon fulfillment of the conditions provided in sections453A.01to453A.12for the exercise of any such power, but without complying with the terms of section453A.03relating to incorporation, and notwithstanding any provision of any city charter or any other law denying,
