A city of the first class may administer a gift, devise, or bequest to it in trust for the purposes in sections447.14to447.16, as the donor or testator may designate in the will or trust instrument and in accordance with the terms of the will or instrument. Officers of the city or the county where the city is situated who are designated in the will or other instrument creating the trust shall administer it in accordance with the instrument's terms.
