Expenses of the preparation and submission of petitions in the proceedings under sections442A.04to442A.09shall be paid by the petitioners. Notwithstanding section16A.1283, the Office of Administrative Hearings may adopt rules according to section14.386to establish fees necessary to support the preparation and submission of petitions in proceedings under sections442A.04to442A.09. The fees collected by the Office of Administrative Hearings shall be deposited in the environmental fund.
