By January 1, 2014, the commissioner of human services shall implement a performance management system for essential human services as described in sections402A.16and402A.18that includes initial performance measures and thresholds consistent with the recommendations of the Steering Committee on Performance and Outcome Reforms in the December 2012 report to the legislature.
