Subdivision 1.Patient rights. Patients have the rights in sections144.651,148F.165, and253B.03, as applicable. The license holder must give each patient, upon admission, a written statement of patient rights. Program staff must review the statement with the patient. Subd. 2.Grievance procedure. Upon admission, the license holder must explain the grievance procedure to the patient or patient's representative and give the patient a written copy of the procedure. The grievance procedure must be posted in a place visible to the patient and must be made available to current and former patients upon request. A license holder's written grievance procedure must include:

(1)staff assistance in developing and processing the grievance;
(2)an initial response to the patient who filed the grievance
