Subdivision 1.Scope. For the purpose of this chapter, the terms defined in this section have the meanings given them. Subd. 1a.Cogeneration facility or combined heat and power facility. "Cogeneration facility" or "combined heat and power facility" means a facility that:
(1)has the meaning given in United States Code, title 16, section 796, clause (18), paragraph (A); and
(2)meets the applicable operating and efficiency standards contained in Code of Federal Regulations, title 18, part 292.205.
Subd. 2.Statewide greenhouse gas emissions.
"Statewide greenhouse gas emissions" include emissions of carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride emitted by anthropogenic sources within the state and from the generation of electricity imp
