Money must not be paid out of the state treasury except upon the warrant of the commissioner or an electronic fund transfer approved by the commissioner. Warrants must be drawn on printed blanks that are in numerical order. The commissioner shall enter, in numerical order in a payment register, the number, amount, date, and payee for every payment issued. The commissioner may require payees to supply their bank routing information to enable the payments to be made through an electronic fund transfer.
