Except as provided in this section, section16A.28applies to appropriations made to the Office of the Governor. An unexpended balance not carried forward and remaining unexpended and unencumbered at the end of a biennium lapses and shall be returned to the fund from which it was appropriated. Balances may be carried forward into the next biennium and credited to special accounts to be used only as follows:

(1)for nonrecurring expenditures on investments that enhance efficiency or improve effectiveness;
(2)to pay expenses associated with the work of the office, including public outreach efforts and related activities; and (3) to pay severance costs of involuntary terminations. The approval of the commissioner of management and budget under section16A.28, subdivision 2, does not apply to th
