Text
Programs and the commissioner shall comply with federal regulations governing the federal Head Start program, except for funding for innovative initiatives under section142D.123as approved by the commissioner, which may be used to operate differently than federal Head Start regulations. If a state statute or rule conflicts with a federal statute or regulation, the state statute or rule prevails.
