Subdivision 1.Purposes.

(a)The primary purpose of mission-driven charter schools is to improve the learning, achievement, and success of all students. The additional purposes of charter schools are to:
(1)increase quality learning opportunities for all students;
(2)encourage the use of different and innovative teaching methods;
(3)measure learning outcomes and create different and innovative forms of measuring outcomes;
(4)establish new forms of accountability for schools; or
(5)create new professional opportunities for teachers, including the opportunity to be responsible for the learning program at the school site.
(b)A charter school must identify the purposes it will address in the charter contract and document the implementation of those purposes in the school's annual report.
