(a)Upon the filing of the order as specified in section116A.08, the board or court shall order the engineer to proceed to make a detailed survey and furnish all necessary plans and specifications for the proposed improvement, together with an estimate of the total cost of construction of the system, and report the same to the board or court with all reasonable dispatch.
(b)The cost estimate shall include:
(1)the amounts payable to contractors at and prior to completion of construction in accordance with the plans and specifications;
(2)all court costs;
(3)estimated damages payable as reported by the viewers in accordance with section116A.11;
(4)the cost of acquisition of all lands and easements required;
(5)the cost of necessary engineering, financial, legal, and other professional
