Subdivision 1.Appointment. The board may appoint an executive director for the district. The executive director shall serve at the pleasure of the board and shall receive compensation as determined by the board. Subd. 2.Duties and powers. Under the supervision of the board, the executive director:

(1)is the executive and operating officer of the district;
(2)is responsible for the operation, management, and promotion of all activities with which the district is charged and other duties prescribed by the board; and
(3)has the powers necessarily incident to the performance of the duties of the executive director and other powers granted by the board, but without authority to incur liability or make expenditures on behalf of the district without general or specific directions by the boar
