THE DISTRICT LIBRARY ESTABLISHMENT ACT (EXCERPT) Act 24 of 1989 397.187 Conduct of election; list of electors. Sec. 17.

(1)Except as otherwise provided in subsection (3), if none of the participating municipalities are school districts, an election for board members or a districtwide tax shall be conducted by the city and township clerks and election officials of the municipalities located within the district.
(2)If an election on a proposal for a districtwide tax is to be held in conjunction with a general election or state primary election or board members are to be elected and if a participating village is located within a nonparticipating township, the township clerk and election officials shall conduct the election.
