Text
The state plan includes the following elements.
1.Waste characterization.
The state plan must be based on a comprehensive analysis of solid waste generated, recycled and disposed of in the State. Data collected must include, but not be limited to, the source, type and amount of waste currently generated; and the costs and types of waste management employed including recycling, composting, landspreading, incineration or landfilling.
2.Waste reduction and recycling assessment.
The state plan must include an assessment of the extent to which waste generation could be reduced at the source and the extent to which recycling can be increased.
3.Determination of existing and potential disposal capacity.
