Except as otherwise provided in this Act, the following are confidential and exempt from public inspection and disclosure:

A record or other information that is confidential under the laws of this State other than this Act, of another state or of the United States continues to be confidential when disclosed or delivered under this Act to the administrator or administrator's agent.
