Text
1.Rules.
The commissioner shall adopt rules, which are routine technical rules pursuant to Title 5, chapter 375, subchapter II‑A, necessary for the proper oversight of explosives and the enforcement of the provisions of this chapter.
2.Waivers.
The commissioner may waive the requirements of any rule to cover any special circumstances.
3.Exceptions.
This section does not apply to:
