1.Definitions.
As used in this section, unless the context otherwise indicates, the following terms have the following meanings.

Beginning January 1, 2018, except as provided in subsection 3, a vessel may not be used for dragging for scallops in the State's territorial waters unless that vessel is owned by a person holding a scallop dragging license issued under section 6702 and:
