(a)(1) (i) The Commission consists of: 1. not more than 21 voting members appointed by the Governor with the advice and consent of the Senate; 2. two voting members appointed by the President of the Senate of Maryland; 3. two voting members appointed by the Speaker of the House of Delegates; 4.
