Section 274. The department is authorized to establish and promulgate all rules and regulations, including those pertaining to labeling and sterilization, necessary to carry out the provisions of sections two hundred and seventy to two hundred and seventy-six, inclusive. The department is further authorized to establish further definitions for filling material.There shall be within the department an advisory board consisting of seven members to be appointed by the governor, with the advice and consent of the council, and upon the recommendation of the department. Two of said members shall be designated in their original appointments to serve for one year, two for two years and three for three years. Upon the expiration of the term of a member, his successor shall be appointed in the manner
