Section 2. Applications for the registration or renewal of registration of motor vehicles and trailers shall be made by the owner thereof; provided, however, that the registrar may accept applications for registration or renewal of registration from, and furnish registration documents directly to, the lessee of a motor vehicle or trailer if the registrar is satisfied of the existence of the lease in the name of the applicant. The registration shall identify the name and address of the lessor as the owner of the motor vehicle or trailer and the name and residential address of the lessee as registrant and such registration shall be mailed directly to the lessee and notice thereof or a copy of the registration shall be mailed to the lessor-owner; provided, however, that providing such regi
