Section 42E. The trustees shall maintain high educational standards at the college and the institute and shall have complete authority to establish, support, consolidate or abolish classes, courses and curricula whenever and wherever required in meeting the needs of the college and institute and the citizens of the commonwealth. The trustees shall establish appropriate qualifications and standards for admission, promotion and graduation.
