(1)The commission shall, subject to appropriation, directly provide or purchase vocational rehabilitation services or independent living rehabilitation services for any handicapped individual who meets the eligibility criteria prescribed by the commission and who is present in the state at the time of filing his application therefor; provided, however, that those vocational rehabilitation services set forth in clauses (4) to (15), inclusive, of section seventy-seven shall be provided at public cost only to those handicapped individuals who are found by the commission to require financial assistance with respect thereto; and provided, further that the commission for the bli
