Section 25C.

(a)For the purposes of this section, the following words shall have the following meanings:''Applicable statewide election'', a presidential or regular state primary or biennial state election or a primary or election held pursuant to section 140 to fill a vacancy for senator in congress.''Facility'', a correctional facility, house of correction, jail or department of youth services.
(b)The officer in charge of a facility shall develop and publish policies and procedures that govern the facilitation of voting and voter registration for eligible voters in the facility; provided, however, that the policies and procedures shall include, but not be limited to:
(i)the distribution of voter education and election information provided by the state secretary, including, but not limit
