Section 38A. Unless otherwise specifically provided, a provision in any act authorizing the county treasurer of any county to issue and sell bonds of the county shall authorize him, with the approval of the county commissioners, to issue and sell bonds subject to call for redemption at any time or from time to time, with or without premium, as such treasurer determines to be in the best interest of the county.
