Section 23.

(1)(a) The funds of the state employees' retirement system and the teachers' retirement system and the assets of the Boston retirement system attributable to teachers who are members of that system shall be held in the PRIT Fund. The board of each such system shall annually, on or before December 31, file in the office of the commissioner, on a form prescribed by the commissioner, a sworn statement of the financial condition of the system as of June 30 of the prior fiscal year and of all the financial transactions of the system during the previous year. The commissioner may, for cause shown, extend the time for filing any such statement.
(b)Notwithstanding any general or special law to the contrary, assets of the Boston retirement system attributable to teachers who are members
