Section 15C. The governor shall annually issue a proclamation setting apart the month of February as American History Month and recommending that it be observed by the people with appropriate historical exercises in the public schools and elsewhere so that they may be annually reminded of the unselfish and devoted service and heroic sacrifices of those who contributed so much to the glorious history of the commonwealth and the nation.
