In order to implement MassHealth's substance use disorder section 1115 waiver demonstration project and to enhance and expand substance use disorder services, there shall be established and set up on the books of the commonwealth a separate fund to be known as the Substance Use Disorder Federal Reinvestment Trust Fund, in this section called the fund.
